PCWA board mulls $35 million bond issue |

Directors of the Placer County Water Agency have set September 6 for consideration of a $35 million bond issue to pay for water system expansion, renewal and replacement projects over the next three years.
The bond would be in the form of certificates of participation (COPs),
which would be sold and repaid through revenues the PCWA receives from
its renewal and replacement charge, which is now $12 a month for a
standard water meter and is likely to be increased as part of next
year’s budget process.
The COPs would be similar to revenue bonds and do not require a public vote. In another revenue-increasing matter, the directors set August 2 at 2
p.m. for a public hearing on a proposed hike in the water connection
charge paid by developers for new water service.
They also agreed to continue to the August 2 meeting their
consideration of the proposed annexation of the Whisper Creek
subdivision near Sacramento County into PCWA Zone 1. As part of the
proposal, the agency would furnish wholesale water to the
California-American Water Company, which provides retail service to the
area.
Additionally, the directors approved a contract granting $15,000 to the
Squaw Valley Public Service District for an alternate water supply
feasibility study. They also okayed a similar contract granting $10,000
to the Tahoe City Public Utility District for a water system hydraulic
model project.
