Another blockbuster county budget

It costs oodles of money to operate the County of Placer’s government, and the budget adopted by the board of supervisors this week is testament to this fact.

The board approved an overall 2007-08 spending program of $792.2 million, an increase of about $103 million over last fiscal year’s budget. Much of the increase is due to ongoing building projects and obligatory road work.

As usual, the general fund, which underwrites most countywide operations, is the biggest item in the budget. It amounts to $373.1 million, about $20 million higher than the 2006-07 cost. Other major budget expenditures include $134 million for road projects; $123.2 million for public safety; $114.9 for building projects; $7.9 million for fire control; $6.2 million for the library fund; $5.5 million for Lake Tahoe promotion; $3.7 million for community grants; $3.4 million for debt servicing; $3.3 million for open space; and $483,875 for Gold Country promotion. Securitization projects are down for $13.5 million. The budget envisions no reductions in the county work force of some 2,840 employees.
In other matters this week, the supervisors:

— Approved a $643,378 contract with Colfax for the sheriff’s department to provide law enforcement services to the city during fiscal year 2007-08. This is a $37,356 increase over last fiscal year’s contract.

— Authorized staff to call for bids for construction of modular classrooms at the children’s emergency shelter at DeWitt Center, a project not to exceed $500,000 in cost.

— Approved expenditure of $150,000 to the Arts Council of Placer County during 2007-08.

— Approved the following uses of park dedication fees: $150,000 to Colfax High School for a new track; $130,000 to Placer Union High School District for use in the Ophir/Newcastle area; and $20,000 to the same district for stadium improvements at Del Oro High School.

— Approved a $750 general fund “revenue sharing” donation to the Placer Land Trust for its 2007 Placer Harvest Celebration.
